Update On Arts Education Funding
The first payment, amounting to 75% of the $105 million in funding for visual and performing arts, has been made, and should now be with each school district throughout the state. If you would like to check the apportionment to a particular district, go to www.cde.ca.gov/fg/aa/ca. Then click on “Arts and Music Block Grant”, “Program Funding Results”, and “Schedule”.

The letters of notification regarding the $500 Million for One-Time Funding for the purchase of arts, music and/or physical education supplies and equipment are expected to go out to county superintendents around March 15, 2007. The first payment of that funding, of 75%, is anticipated to be paid out in late March/early April, 2007.

It is the intent of the Governor and Legislature that these funds supplement, and not supplant, existing resources for the visual and performing arts (dance, music, theatre and visual arts).

CAAE strongly asserts that this money should be used to create, improve, or expand high quality, standards-based, in-school visual and performing arts education for all students. We believe that the perspective of all key stakeholders must be brought to the table to envision a district wide plan that will help determine the best use of these new state budget funds. The list should include administrators, teachers, parents, community and business leaders, and representative of arts organizations. By including these voices in the decision making process, we are empowering the entire community to embrace the impact of arts education in our school system.
We will continue to provide updates on the funding as we gather new information.

On The Legislative Front
Assembly Concurrent Resolution 18, authored by Assemblyman Ira Ruskin (D-Redwood City) is now in print. It states that “the Legislature proclaims the month of March 2007 as Arts Education Month and encourages all educational communities to celebrate the arts with meaningful activities and programs for students, teachers, and the public that demonstrate learning and understanding in the visual and performing arts, and urges all residents to become interested in and give full support to quality school arts programs for children and youth. It is expected to be voted on by the Assembly and Senate in the coming weeks, in anticipation of Arts Education Month in March.

Warner Bros. Committed to Arts Education
The Burbank Arts Foundation is underway, having received its first promised gift from Warner Bros. Entertainment.  The goal of the Foundation is to raise a $10 million endowment to augment the school district’s budgeted support for a new long-range plan for arts education. The $300,000 from Warner Bros. will be donated in three yearly installments of equal amounts and go toward the total goal of $10 million for the foundation's principal endowment, said Joel Shapiro, Burbank Unified School District deputy superintendent. Channing Shifts Focus To Arts Education
Entertainer Carol Channing and husband, Harry Kullijian, have launched a statewide campaign in support of fine, creative and performing arts programs in the public schools. Channing has joined with the California State University system to establish a scholarship at each campus, a support program for young students who show an aptitude for the arts to have a college scholarship to help them build on those talents. Plan Your Arts Learning in Action Event Today
The California State PTA and CAAE are jointly sponsoring a statewide campaign to bring elected officials into our schools to witness the power of learning in the arts during arts education month in March. First-hand experience with the arts is a powerful tool; having the opportunity to witness students’ engagement, joy, enthusiasm and learning has great impact on any observer.  One of the goals of Arts Learning in Action is to bring EVERY state legislator into a school during March. Proposed Federal Budget Eliminates Funding for Arts Education Programs
President Bush recently sent his FY 2008 budget request to Congress, beginning the yearly appropriations process for the nation’s cultural agencies and programs, including the National Endowment for the Arts (NEA), National Endowment for the Humanities (NEH), Office of Museum Services (OMS), Corporation for Public Broadcasting (CPB), and the Department of Education’s Arts in Education programs.

For the first time in three years, the President has initiated a proposed increase of 3.2 percent for the NEA, which would bring it to a total of $128.4 million.  The Administration’s request for an increase is its first since 2005, and therefore is a step in the right direction.  Moreover, it comes in the wake of strong signals from both parties in Congress that a funding increase is needed.  

For the seventh consecutive year, the President’s budget has eliminated funding for the Department of Education’s Arts in Education programs, which include funding for model arts programs and collaborations with schools, teacher professional development, and arts programs for at-risk youth.

Americans for the Arts seeks Films by Youth Filmmakers
Americans for the Arts will hold it’s annual convention in Las Vegas on June 1, 2 & 3, 2007.  During one evening, they will host a movie-night of youth-made films that vary in style, content, and age of filmmaker. Updated Federal Resources for Education Excellence Website
The U.S. Department of Education has announced the newly remodeled and updated Federal Resources for Education Excellence (FREE) website. It now provides richer, more expansive resources to teachers and students alike. There are over 1500 resources to take advantage of at FREE, ranging from primary historical documents, lesson plans, science visualizations, math simulations and online challenges, paintings, photos, mapping tools, and more. This easily accessible information is provided by federal organizations and agencies such as the Library of Congress, National Archives, NEH, National Gallery of Art, National Park Service, Smithsonian, NSF, and NASA.  To visit the site click here.

UC Institute for Research in the Arts Conference
The University of California Institute for Research in the Arts (UCIRA) is pleased to announce the second annual State of the Arts Conference, to be held May 18-19 at the Berkeley Art Museum and Pacific Film Archive on the UC Berkeley Campus. This year's conference will focus on new media arts and consider their impact on the research functions and modalities of arts practice. The conference will also explore the digital mediation of performance, space, sound, and other experiences, and will showcase faculty and graduate student research projects that exemplify interdisciplinary and intermedia arts practices. Irvine Foundation Accepting Applications For New Connections Fund
The James Irvine Foundation (http://www.irvine.org) is dedicated to expanding opportunity for the people of California to participate in a vibrant, successful, and inclusive society. The foundation focuses its grantmaking in three core program areas: Arts; California Perspectives; and Youth. The Irvine Foundation provides funding through the New Connections Fund for organizations that have new projects, new ideas, or which have not previously received a grant from the foundation. Grants of up to $50,000 over one- or two-year grant periods are available. Small and mid-sized organizations (with budgets between $100,000 and $2 million) are particularly encouraged to apply. National Endowment For The Arts 2008 Guidelines Now Available
The FY 2008 Grants for Arts Projects guidelines are now available online. Grants for Arts Projects is the National Endowment for the Arts’ (NEA) major support category for organizations and includes the Access to Artistic Excellence, Challenge America Reaching Every Community Fast Track Grants, and Learning in the Arts for Children and Youth categories.
