Update On Arts Education Funding
Information continues to gather from various parts of the state as we hear evidence that the initial payment of the new funding for visual and performing arts education is reaching school districts. In some districts the discussion has already begun as to how to invest this money. In other districts advocates are awaiting word from the district as to how they intend to proceed. If you would like to check the apportionment to a particular district, go to www.cde.ca.gov/fg/aa/ca. Then click on “Arts and Music Block Grant”, “Program Funding Results”, and “Schedule”.
As we reported in the last newsletter, the letters of notification regarding the $500 Million for One-Time Funding for the purchase of arts, music and/or physical education supplies and equipment and professional development are expected to go out to county superintendents around March 15, 2007. The first payment of that funding, of 75%, is anticipated to be paid out in late March/early April, 2007.
CAAE strongly asserts that this money should be used to create, improve, or expand high quality, standards-based, in-school visual and performing arts education for all students. We believe that the perspective of all key stakeholders must be brought to the table to envision a district wide plan that will help determine the best use of these new state budget funds. The list should include administrators, teachers, parents, community and business leaders, and representative of arts organizations. By including these voices in the decision making process, we are empowering the entire community to embrace the impact of arts education in our school system.
We will continue to provide updates on the funding as we gather new information.

Music Education Leads to an Increase in Ones' IQ
"A recent study [by E. Glenn Shallenberg at the University of Toronto] shows that playing the drums or other percussion instruments actually improves IQ scores of children. While previous studies have hinted that musical training improves a child's literacy and math skills, this is the first time that a study has shown that one's intelligence level can be improved by improved by drumming. $70 Million In After-School Funding Now Available From California Department of Education
Applications for $70 million in new 21st Century after-school funding are now available from the California Department of Education. The deadline to apply is March 12, 2007. President Proposes Slight Increase For NEA
Contact Congress Now to Support Increased Arts Funding. President Bush sent his FY 2008 budget request to Congress on February 5, proposing an increase of $4 million for the NEA, which would bring it to $128.4 million. The increase would be for grants rather than for administrative costs, and represents a raise of just over 3 percent. It is the first time since 2004 that the president has initiated an increase for the agency. He also proposed an increase of more than $8 million for museum grants through the Institute of Museum and Library Services, which would represent an increase of about 30 percent for that agency's Office of Museum Services. Unfortunately, the president's budget request would eliminate designated funding for arts education programs at the U.S. Department of Education. However, Congress will likely reject this elimination request, as it has in the past. (Source: Americans for the Arts)

Survey Says: Arts for LA surveys LAUSD School Board Candidates
Arts for LA, in partnership with the Arts for All: LA County Regional Blueprint for Arts Education, conducted a survey of LAUSD school board candidates assessing their awareness of and commitment to arts education in the district. The survey results can be viewed Friday on the Arts for LA website here. The survey results are also being distributed to a robust group of arts professionals, educators, parents and students and key arts education stakeholders via email and numerous online listservs.
Youth in Theatre Day, March 27th
California Educational Theatre Association presents the 9th Annual CA Youth in Theatre Day (CYIT) for prize-winning theatre students of all ages, their Theatre educators, parents, friends, and administrators on March 27, 2007, in Sacramento. The delegation hosts their legislators at the Capitol, then travel to the Sacramento Theatre Company for hour-after-hour performances, workshop, and certificates from the Lt. Governor's Office and CETA. The Honorable Jack Scott, Chair of the Joint Committee on the Arts has arranged for a proclamation declaring March 27, 2007 California Youth In Theatre Day. First Lady Maria Shriver has sent a letter of congratulations. Lt. Governor John Garamendi has resolved that March 27, 2007 is CA Youth in Theatre Day. Academy of Management Publishes Study on Arts-Based Learning
With the rapid changes taking place in today's global economy, society, and technology, there is an increasing recognition in the business world that companies will need to radically rethink their methods of innovation, leadership, and problem-solving in order to survive in the future. As it becomes clearer that innovative thinkers are a scarce resource, business schools worldwide are adding arts-based courses to their curricula, top recruiters are scouting MFA's, and major corporations are engaging artists to develop creative new business models. In the Academy of Management's Learning and Education Journal (Vol. 5, No. 4), Professor Nancy Adler explores the reasons behind the growing use of artists and artistic processes in business, stressing that "the time is right for the cross-fertilization of the arts and leadership" if companies want to thrive on the challenges of the future. UC Institute for Research in the Arts Conference
The University of California Institute for Research in the Arts (UCIRA) is pleased to announce the second annual State of the Arts Conference, to be held May 18-19 at the Berkeley Art Museum and Pacific Film Archive on the UC Berkeley Campus. This year's conference will focus on new media arts and consider their impact on the research functions and modalities of arts practice. Arts Education At Head Of The Class
Elmwood Elementary School is in the first year of a program Principal John Semillo hopes will train all teachers - whatever their specialty - to include the arts in their day-to-day lessons. The approach is one that Stockton Unified arts advocates hope eventually will spread to other campuses as the school district expands its fine and performing arts instruction.
Stockton Unified trustees last week adopted a board policy that calls for all children to receive a comprehensive arts education. Notably, the policy also commits the district "in times of budget cutbacks" to make "every effort ... to equitably distribute reductions across subject areas, rather than eliminating arts programs."
